Uncommon drop, but are tradable. I got all 3 in 20 minutes or so. Respawn rate on the Bixies is approx 3 minutes. They are level 1-2 mobs so are easy to kill.

WebI can't access the p99 wiki atm, but look up Deputy Tagil (sp?) in Misty Thicket. Quest starts from the NPC in the farm next to Druid trainers and Tagil is right at the Rivervale entrance in Misty. edit: I also don't think it's 50pp/hr.
